Ancestry Geneology

A genealogy question.?
My mother always said her father was half French and half Scottish descent. I have some genealogy research and discovered, that the "French" ancestors actually came from Germany or Prussia in the late 1700's until the early 1800's. One of them was born 1730 in Württemberg in Kentucky and died in 1804. Another was born in Prussia in 1790 and died in Indiana in 1880. Why should my mother be think they lead fourth French if she was German real 4.1?
Some areas of Germany and France back and forth in every major war traded between the two. There are people who consider themselves descendants of French versa in Germany and vice versa. also dispensed with WW1 & 2, many German-Americans, their relations to Germany, even if they were born there. Also keep in mind, the migration of families visit for religious reasons, non-Catholics left France, left for Germany Catholics N. Luther.
